Gujarat govt offices face 100-mark cleanliness test, e-waste disposal gets highest weightage

Gandhinagar, Sep 22 (IANS) Government offices across Gujarat will undergo a 100-mark cleanliness and record-management assessment as part of the ‘Swachhata Hi Seva-2026’ campaign, with special emphasis on the disposal of scrap, e-waste and unused materials accumulated over the years.

The campaign, being conducted from September 17 to October 17 under the leadership of Chief Minister Bhupendra Patel, is aimed at improving cleanliness and organisation in government offices while encouraging the disposal of old files, records, unused items and electronic waste.

It will be conducted under the theme ‘Swachhata Mein Sahbhag, Swachh Bharat, Viksit Bharat’ in connection with Mahatma Gandhi’s birth anniversary.

According to the resolution issued by the General Administration Department, offices will be assessed on 100 marks.

Disposal of pending files will account for 20 per cent of the score, classification of records for 30 per cent, while the remaining 50 per cent will cover the disposal of scrap, e-waste and unused items, along with office cleanliness.

The exercise will cover Secretariat departments, Heads of Department offices in Gandhinagar and government offices at the district and taluka levels. Offices will be considered under three categories — Best, Emerging and Aspiring.

At the district level, the campaign will be implemented under the leadership of the Collector, while Mamlatdars will oversee the exercise at the taluka level.

The government will also compare the status of offices before and after the campaign to assess the actual impact of the exercise.

Offices will have to provide details of old and pending files disposed of, records classified, space cleared after removing unused materials, and revenue generated through the disposal of scrap.

Photographs and supporting documents will have to be submitted along with the reports. The status recorded as of June 30, 2026, will serve as the baseline, while the final status as of October 17 will be used to measure progress during the campaign.

The reports will have to be submitted by October 31. A high-level committee will subsequently evaluate the performance of the offices and prepare the final list by November 30.

The selected offices will be awarded certificates on December 25, 2026, which is observed as ‘Good Governance Day’.

The campaign will also enable the state government to compile statewide data on the number of old files disposed of, records classified, the quantity of scrap and e-waste removed, the amount of office space cleared and the revenue generated through disposal.
